Afghan authorities in Bamiyan said the city was hit by two explosions that killed 14 people.
Among the deceased are 12 civilians, including children, and 2 police officers.
The blasts took place during evening rush hour close to a densely populated market and residential area.
“When I reached the market … there was still blood and body parts everywhere. The blast occurred when people were busy shopping,” local resident Anwar Saadatyar told AFP news agency.
“I visited the hospital later and saw people crying for their relatives who were killed or wounded in the explosions,” Saadatyar said.
No one has claimed responsibility for the attack. It's also not clear if the incident was an act of ethnic violence towards the ethnic minority group Shia Hazara.
The attack adds to the long list of killings that have hit Afghanistan in the last two months. In November alone, two journalists were assassinated, dozens of students were shot at and attacked by suicide bombers, and missiles were smuggled in and fired at civilians in Afghanistan's heavily fortified diplomatic bubble, the Green Zone.
According to the U.N, nearly 6,000 Afghan civilians died in the first nine months of this year because of militant attacks.
