The order mainly targets 31 such as China Telecom Corp Ltd, China Mobile Ltd, and surveillance equipment maker Hikvision. As of January 11, 2021, any U.S investor trying to do business with any of the country's on the designated list, will automatically be stopped.

Trump said he found China was "increasingly exploiting United States capital to resource and to enable the development and modernization of its military, intelligence, and other security apparatuses, which continues to allow the PRC to directly threaten the United States homeland and United States forces overseas.”

Once in office come January 20th, President-Elect Joe Biden will have an opportunity to reverse the order if he chooses to.
